RELATING TO THE CAPITAL INFRASTRUCTURE TAX CREDIT. Creates a capital infrastructure tax credit available to tenants displaced by the Kapalama container terminal project, banks, and other financial corporations for costs related to capital investments on state land incurred due to the displacement. Effective July 1, 2030. (HB1702 HD2)

RELATING TO CONCESSIONS. Exempts the airport operation of concessions for wireless and communication services and for advertising from the public concession bidding process. (HB2147 HD1)

RELATING TO STATE FUNDS. Repeals the Waialua Loan and Subsidy Program, Kikala-Keokea Housing Revolving Fund, and Kikala-Keokea Infrastructure Development Fund. (HB2188 HD1)

RELATING TO FUNDING FOR FILM AND DIGITAL MEDIA DEVELOPMENT. Expands funding sources to support the Hawaii film studio and office and film and digital media industry development within the Department of Business, Economic Development, and Tourism. Repeals statutory sections relating to the Hawaii television and film development board, which has been inactive for many years and no longer serves its original funding mechanism purpose. Appropriates funds. Effective January 20, 2050. (HB2253 HD1)

RELATING TO THE STATE CAPITOL. Establishes state capitol management committee to oversee the financing and operational structure of the Hawaii state capitol and its grounds and facilities.

RELATING TO TAXATION. Establishes a nonrefundable income tax credit for taxpayers who incur certain expenses for manufacturing products in Hawaii. Applies to taxable years beginning after December 31, 2014. Repeals on January 1, 2023. Effective January 20, 2050. (HB2626 HD2)
