RELATING TO PROCUREMENT.

Directs the State Procurement Officer to study feasibility of replacing the State Procurement Code with provisions of the federal procurement code and report findings to the legislature.  Repeals Chapter 103D, HRS, on 7/1/2016.

Increases the maximum procurement amount that is subject to small purchase procedures from $25,000 to $50,000.

Repeals five per cent preference for bidders on public works construction contracts who are party to an apprenticeship agreement.

RELATING TO COMPETITIVE SEALED BIDDING.

Requires procuring agencies to include in invitations for bids on construction contracts a listing of the licenses that are required to perform work under the contract.

Requires that contractors and prospective contractors with the State or counties, including those who are exempt from chapter 103D or 103F, HRS, comply with civil rights laws.
