RELATING TO TAXATION. Establishes a renewable fuels production income tax credit. Repeals the ethanol facility tax credit. Effective 07/01/2050. (SD2)

RELATING TO RENEWABLE FUELS. Establishes the renewable fuels task force within the department of business, economic development, and tourism. Requires the renewable fuels task force to perform a feasibility study involving locally produced renewable fuels. Requires the renewable fuels task force to report its findings and recommendations to the legislature. Effective 07/01/2050. (SD1)

RELATING TO RENEWABLE ENERGY. Requires the department of taxation, in collaboration with the department of business, economic development, and tourism, to submit a joint report to the legislature each year that is related to tax credits for renewable energy technology properties, the total cost of the renewable energy tax credits to the State, and the estimated economic benefit of the renewable energy tax credits for each of the previous four taxable years. Appropriates unspecified funds to the respective departments for necessary costs in preparing and submitting the joint report. Effective 07/01/2017. (SD2)

RELATING TO THE MODERNIZATION OF THE HAWAII ELECTRIC SYSTEM. Requires the public utilities commission to initiate a proceeding no later than July 1, 2014, to address the technical, policy, and economic issues associated with the modernization of Hawaii's electricity grids. Requires the division of consumer advocacy to represent the interests of all consumers at the proceeding. Appropriates funds to the commission and division of consumer advocacy. Takes effect 07/01/2050. (SD2)

RELATING TO RENEWABLE ENERGY. Requires a contractor that installs a solar energy device to notify the private entity that installation might void the roofing warranties or guarantees. Unless the private entity forgoes the roofing warranty or guarantee, requires a contractor that installs a solar energy device to obtain written approval from the roof manufacturer and follow written instructions for waterproofing roof penetrations from the roof manufacturer. Requires a roofing contractor that waterproofs roof penetrations related to the installation of a solar energy device to honor the roof warranty or guarantee; provided that if either the roofing contractor's guaranty or the roofing manufacturer's warranty is no longer in effect, the contractor who installs the solar energy device and waterproofs the penetrations shall apply the contractor's or lessor's standard labor and workmanship warranty. RELATING TO THE ENVIRONMENTAL COURTS. Establishes environmental courts as divisions within the circuit courts to hear all proceedings, including certain chapter 91, Hawaii Revised Statutes, proceedings arising from certain environmental laws. Requires the Judiciary to report to the Legislature on the total number of environmental-related cases filed in the last five years. Takes effect 1/1/2015. (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
