RELATING TO STATE ENTERPRISE ZONES.

Expands eligible business activity in the state enterprise zones to include the development of various types of renewable energy by sustainable business corporations, as defined in section 420D-2, Hawaii Revised Statutes.

Status

RELATING TO ENERGY PERFORMANCE CONTRACTING FOR PUBLIC BUILDINGS.

Provides that agencies entering into energy performance contracts receive budget appropriations and have access to financing options; that an energy performance contract has a maximum term of 25 years, including the construction period; and that agencies implementing performance contracts provide annual reports to the Department of Business, Economic Development, and Tourism.  Includes housekeeping measures.

MAKING AN APPROPRIATION TO THE ENVIRONMENTAL RESPONSE REVOLVING FUND.

Appropriates funds for environmental health programs through the environmental response revolving fund.

RELATING TO THE ESTABLISHMENT OF AN ENVIRONMENTAL INFORMATION MANAGEMENT OFFICE.

Establishes an Office of Environmental Information Management within the Department of Health.  Effective July 1, 2014.

RELATING TO THE ENVIRONMENTAL RESPONSE, ENERGY, AND FOOD SECURITY TAX.

Changes the amount of the tax that shall be deposited into the Environmental Response Revolving Fund from five cents on each barrel to fifteen cents on each barrel to support environmental activities and programs.

Status

RELATING TO THE ENVIRONMENTAL RESPONSE, ENERGY, AND FOOD SECURITY TAX REPEAL DATE.

Enables a resource strategy aligned with the State's 2030 clean energy laws.  Revises the environmental response, energy, and food security tax repeal date to June 30, 2030.

Status

RELATING TO FUEL CELL ELECTRIC VEHICLES.

Includes fuel cell electric vehicles in the definition of electric vehicles for purposes of parking exemptions, HOV lane use, registration, and required parking spaces in places of public accommodation.  Requires a procurement priority for fuel cell electric vehicles.

Status

RELATING TO ENVIRONMENTAL IMPACT STATEMENTS.

Requires the environmental council to adopt rules requiring environmental impact statements to consider sea level rise and other climate changes on any publicly-funded proposed action or development.

Status

RELATING TO CLIMATE CHANGE.

Addresses climate change adaptation by tasking the sustainability coordinator to create initial reports identifying expected climate impacts.  Tasks the Office of Planning with establishing and implementing strategic climate adaptation plans and policy recommendations based on reports from sustainability coordinator.  Establishes an interagency climate council with the task of implementing a general state policy to address climate change through 2050.  Appropriates funds for staffing and resources.  Effective July 1, 2014.

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number.

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
