RELATING TO THE TERMS OF MEMBERS OF THE BOARD OF EDUCATION. Clarifies the maximum number of consecutive terms that members of the board of education may serve.

RELATING TO THE DEPARTMENT OF EDUCATION. Allows schools and classes to participate in fundraising or charitable activities, in conjunction with a charitable organization that is a 501(c)(3) tax-exempt organization and registered under section 467B-2.1, HRS, or granted an exception from registration under section 467B-11.5, HRS, based on criteria established by the board of education. Effective 7/1/2050. (SD2)

RELATING TO TEACHERS. Adds definitions of "department school" and "license". Clarifies the authority of employers or prospective employers to refuse to issue a certificate for school administrators or revoke a certificate for school administrators under certain circumstances. Makes clarifying amendments to the membership requirements for the Hawaii teacher standards board. Clarifies that charter schools fall under the purview of the requirements of the Hawaii teacher standards board. Clarifies the powers and duties of the department, state public charter school commission, and charter schools. Makes housekeeping and conforming amendments. Effective 07/01/2050. (SD2)

RELATING TO AIR CONDITIONING IN PUBLIC SCHOOL FACILITIES. Requires the department of education and department of accounting and general services, in consultation with the Hawaii state energy office of the department of business, economic development, and tourism and the Hawaii natural energy institute of the University of Hawaii, to develop a cooling master strategy and comprehensive study for the public schools and to report findings to the 2015 regular session of the legislature. Authorizes general obligation bonds and appropriates funds for efficient air conditioned classroom demonstration projects. (SD2)

RELATING TO THE DEPARTMENT OF EDUCATION. Creates a five-year pilot project through which the department of education will contract for the design, planning, and installation of fourth generation modular design buildings on Hawaii's public school campuses. Requires the department of education to report to the legislature. Makes an appropriation. Effective July 1, 2050. (SD1)
