RELATING TO HAWAII 3R'S.

Renames the Hawaii 3R's school repair and maintenance fund the Hawaii 3R's school improvement fund.  Requires the transfer of moneys collected pursuant to section 235-102.5(b), Hawaii Revised Statutes, and any other moneys received in the form of grants and donations for school-level improvements and minor repairs and maintenance to the Hawaii 3R's school improvement fund.

RELATING TO FARM TO SCHOOL MONTH IN HAWAII.

Designates the month of October as "Farm to School Month in Hawaii".

Establishes the Hawaii Farm to School Program and Farm to School Coordinator position.  Appropriation.  Effective July 1, 2014.

RELATING TO YOUTH.

Statutorily establishes the Resources for Enrichment, Athletics, Culture, and Health (R.E.A.C.H.) Program within the Office of Youth Services to provide after-school programs in public middle and intermediate schools.  Establishes revolving fund.  Appropriates funds to establish the program and one full-time position.  Effective July 1, 2050.  (HB1756 HD1)

RELATING TO EARLY CHILDHOOD EDUCATION.

Makes attendance at kindergarten mandatory.  Makes transition to kindergarten a directive for the early learning system.

RELATING TO EARLY LEARNING.

Authorizes the executive office on early learning to enter into agreements with the department of education and charter schools for use of vacant or underutilized classrooms as public preschool classrooms.  Makes an appropriation.

RELATING TO EARLY CHILDHOOD EDUCATION.

Establishes the Early Childhood Education Program within the Early Learning System established by section 302L-2, Hawaii Revised Statutes.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
