RELATING TO LABOR. Allows administrative, support, and instructional employees in charter schools to fully participate in the State's systems for certain employee benefits and additional supports and incentives offered by the Department of Education. Appropriates funds. Effective July 1, 2014. (HB1971 HD1)

RELATING TO FACILITIES FUNDING FOR CHARTER SCHOOLS. Appropriates funds for the state public charter school commission to allocate to charter schools for facilities projects based, in part, on the need and performance of the charter schools. Requires annual reporting the legislature.

RELATING TO EDUCATION. Establishes a special fund for the development of charter school facilities. Establishes an income tax credit for taxpayers who make contributions to the development of charter school facilities. Appropriates funds for the Hawaii charter school facility development special fund.

RELATING TO SEXUAL OFFENSES AGAINST MINORS. Prohibits a sex offender convicted of a sexual offense against a minor from being present at a school or loitering within an unspecified number of feet of any school building or real property comprising a school. Provides certain exceptions.

RELATING TO EDUCATION. Establishes the instructional office of Hawaiian studies for the purpose of providing instruction to public school students on Hawaiian history, culture, arts, and language. Makes an appropriation for the instructional office of Hawaiian studies.

RELATING TO EDUCATION. Establishes an Education Innovation Grant Program to provide teachers with resources to implement innovation initiatives aimed at increasing student academic achievement.

RELATING TO TEACHERS. Authorizes under the Teacher National Board Certification Incentive Program an additional $5,000 per year bonus for teachers who maintain current national board certification and teach at a school in a priority or Superintendent's zone.

RELATING TO AIR CONDITIONING IN PUBLIC SCHOOLS. Appropriates $25,000,000 to the Department of Education for the design and construction of electrical upgrades and installation of air conditioning units in public school classrooms, beginning with those priority schools identified by the Department. Effective July 1, 2014.

RELATING TO EDUCATION. Requires all public secondary schools to implement a school year that includes nine hundred ninety student instructional hours beginning with the 2014-2015 school year. Repeals the requirement that by the 2016-2018 school years, all public schools implement a school year of one hundred eighty days and one thousand eighty student instructional hours for both elementary and secondary school grades. Clarifies that the definition of "student instructional hours" shall be determined by the board of education.

RELATING TO EDUCATION. Requires the Board of Education to develop and the Department of Education to implement a pilot program to assist students in achieving annual goals under the Common Core State Standards. Requires the Board of Education to provide web-based data and information aimed at improving student outcomes. Effective July 1, 2014.

RELATING TO MINORS. Prohibits teachers and persons who are licensed to provide professional counseling from engaging in sexual orientation change efforts with a person under eighteen years of age.

RELATING TO EDUCATION. Authorizes the state public charter school commission to assess fees for help offset its operating costs. Clarifies the legal status of an approved charter applicant. Makes various amendments to the charter school law for clarity and consistency.

RELATING TO EDUCATION. Establishes conditions and procedures for the use of restraint and seclusion in schools.
