RELATING TO EDUCATION. Authorizes the state public charter school commission to assess fees for help offset its operating costs. Clarifies the legal status of an approved charter applicant. Makes various amendments to the charter school law for clarity and consistency.

RELATING TO EDUCATION. Requires the department of education to administer the youth risk behavior survey to all public school and charter school students in odd-numbered years for grades six to twelve. Requires all private schools to administer the youth risk behavior survey to all students in odd-numbered years for grades six to twelve. Allows parents or legal guardians to exempt their child from participating in the survey.

RELATING TO EDUCATION. Establishes conditions and procedures for the use of restraint and seclusion in schools.

RELATING TO VOTING. Requires the department of education to provide seniors at every public school with voter registration information prior to graduation. Requires the department of human services to provide young adults who are in the young adult voluntary foster care program with information on voter registration and authorizes the department to assist young adults with registering to vote.

RELATING TO THE DEPARTMENT OF EDUCATION. Establishes an interagency working group consisting of the chair of the senate committee on education, chair of the house of representatives committee on education, superintendent of education and comptroller, or their designees, and any other relevant parties. Tasks both interagency working groups with discussing various issues relating to Act 51, Session Laws of Hawaii 2004. Appropriates funds to the department of accounting and general services for additional positions on the islands of Maui, Hawaii, and Kauai.

RELATING TO DEPARTMENT OF EDUCATION SUPERINTENDENT'S SALARY. Adjusts the salary cap of the Superintendent of Education.
