HEARING
RELATING TO HEALTH PLANNING. Adds to the Hawaii State Planning Act's objectives and policies for health the identification of social determinants of health to reduce health disparities among Native Hawaiians, other Pacific Islanders, and Filipinos.

RELATING TO TAXATION. Establishes a renewable fuels production tax credit. Repeals the ethanol facility tax credit. Effective for taxable years beginning after December 31, 2014, until December 31, 2025. (HB2060 HD1)

RELATING TO RENEWABLE ENERGY. Establishes the Hawaii Community-based Renewable Energy Program to make renewable energy more accessible to more Hawaii residents and businesses currently unable to participate in clean energy generation. Effective June 15, 2750. (HB2141 HD1)

RELATING TO TAXATION. Establishes an income tax credit for taxpayers who incur certain expenses for manufacturing products in Hawaii. Applies to taxable years beginning after December 31, 2014. Repealed on January 1, 2023.

RELATING TO EMPLOYMENT AGREEMENTS. Prohibits technology businesses from using noncompete agreements and restrictive covenants which forbid postemployment competition.

RELATING TO ECONOMIC DEVELOPMENT. Requires the board of directors of the high technology development corporation to create a film and media park. Designates certain properties to be included in the park.
