RELATING TO THRILL CRAFT OPERATION. Makes permanent the exemption that authorizes film production permit holders to operate a thrill craft in State waters. Takes effect on June 29, 2014.

RELATING TO PROCUREMENT. Eliminates the requirement that construction bids for public works projects, submitted under the competitive sealed bidding process, list potential joint contractors and subcontractors.

RELATING TO THE PENAL CODE. Prohibits any person, firm, partnership, or corporation from importing, selling, offering to sell, or possessing with intent to sell any ivory product. Establishes a first violation as a misdemeanor and a second violation as a class C felony.

RELATING TO REAL ESTATE INVESTMENT TRUSTS. Disallows dividends paid deduction for Real Estate Investment Trusts.

RELATING TO FUNDING FOR FILM AND DIGITAL MEDIA DEVELOPMENT. Amends section 201-113, Hawaii Revised Statutes (HRS), to expand funding sources to support creative industries development within the Department of Business, Economic Development, and Tourism. Repeals sections 201-111, 201-112, and 201-114, HRS. Appropriates funds.

RELATING TO HIGH TECHNOLOGY. Amends section 206M-15, Hawaii Revised Statutes, to add Phase II or III Small Business Innovation Research grants to qualifying criteria. Increases the ceiling on transfers from the Hawaii Capital Loan Revolving Fund from $100,000 to $500,000.

RELATING TO ECONOMIC DEVELOPMENT. Requires the board of directors of the high technology development corporation to create a film and media park. Designates certain properties to be included in the park.

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS AND NATIONAL AERONAUTICS AND SPACE ADMINISTRATION LASER COMMUNICATIONS GROUND STATION INITIATIVE. Appropriates funds for an engineering assessment of a proposal to establish a laser optical communications ground station in Hawaii.

Appropriates funds to the Pacific international space center for exploration systems to support administrative and general tasks, strategic program initiatives, and the preliminary development of the Pacific international space center for exploration systems' research and development park.

RELATING TO THE COUNCIL ON REVENUES. Establishes an interdepartmental research task force to assist the council on revenues in preparing revenue forecasts for state government. Makes an appropriation to department of taxation to prepare tax data for use in the development of various economic models. Makes an appropriation to the department of business, economic development, and tourism to assist the council on revenues with the development of various economic models.

DECISION MAKING TO FOLLOW

· Testifier's name with position/title and organization;

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
