RELATING TO THE PUBLIC-PRIVATE FINANCE INITIATIVE.

Establishes the public-private finance initiative (PPIA).  Requires the PPIA to initiate a pilot project.  Appropriates funds for the PPIA.  Repeals on 07/01/2018.

Status

RELATING TO COTTAGE FOOD BUSINESSES.

Provides an exemption from Department of Health regulations to certain cottage food products sold directly to consumers under certain conditions.  Requires the Department of Health to adopt rules no later than December 31, 2014.

RELATING TO WORKFORCE DEVELOPMENT.

Authorizes DLIR to establish work groups to identify high job growth industries and workforce needs and to develop training programs.  Appropriates funding.

RELATING TO ECONOMIC DEVELOPMENT.

Establishes the Hawaii innovations fund to provide grants to individuals or businesses that conduct research or product development in the life sciences or advanced technology fields; establishes objectives of the fund; establishes the Hawaii innovations fund community board; appropriates funds for the start-up and administration of the fund.

Status

RELATING TO THE HAWAII HIGH IMPACT CENTER FOR COMMERCIALIZATION.

Establishes the Hawaii high impact center for commercialization administratively attached to UOH office of the vice president for research and innovation.  Makes an appropriation.

RELATING TO MEDIA INFRASTRUCTURE.

Establishes an income tax credit for qualified media infrastructure projects.  Effective July 1, 2014.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
