RELATING TO CERTIFICATION OF GAS TANKLESS WATER HEATERS. Requires certification of gas tankless on-demand water heaters from a North American certification organization to include the Canadian Standards Association International; the Air-Conditioning, Heating, and Refrigeration Institute; or the Gas Appliance Manufacturers Association Certification Program, which list certified products and models. Effective July 1, 2014.

RELATING TO RENEWABLE ENERGY. Requires a contractor that installs a solar energy device to notify the private entity that installation might void the roofing warranties or guarantees. Unless the private entity forgoes the roofing warranty or guarantee, requires a contractor that installs a solar energy device to obtain written approval from the roof manufacturer and follow written instructions for waterproofing roof penetrations from the roof manufacturer. Requires a roofing manufacturer that waterproofs roof penetrations related to the installation of a solar energy device to honor the roof warranty or guarantee. Requires the solar energy device contractor's standard labor and workmanship warranty to apply to roof penetrations if the contractor waterproofs the penetrations. (SD1)

RELATING TO CONDOMINIUMS. Clarifies the applicability of section 205-4.6, HRS, relating to private restrictions on agricultural uses and activities, to condominium projects on lands classified as agricultural. (SD1)

RELATING TO POST-SECONDARY EDUCATION. Repeals the requirement that a private college or university show that it maintains profitability as a means of demonstrating financial integrity to the department of commerce and consumer affairs. Repeals section 304A-3153, HRS, relating to procedures for complaints concerning institutions of higher education in the State.

RELATING TO THE CENTER FOR NURSING. Amends the composition of the center for nursing advisory board by decreasing the number of voting members on the center for nursing advisory board to nine; specifying the membership of the advisory board to better facilitate the center for nursing's mission; and clarifying term limits and appointments to the advisory board. Amends certain powers and duties of the advisory board. (SD1)

RELATING TO CONTINUING COMPETENCY FOR NURSES. Requires licensed registered nurses and licensed practical nurses to submit evidence of continuing competency at each renewal period, beginning with the June 30, 2015, licensing biennium. (SD1)

RELATING TO ADVANCED PRACTICE REGISTERED NURSES. Amends various sections of the Hawaii Revised Statutes to enable advanced practice registered nurses to practice to the fullest extent of their training and education. (SD1)

RELATING TO COMMERCIAL DRIVER'S LICENSING. Amends or deletes statutes containing federal commercial driver's licensing requirements that are addressed in Hawaii Administrative Rules. (SD1)

RELATING TO TEACHERS. Adds a definition of "license" to clarify that teacher licenses are issued by the Hawaii teacher standards board. Clarifies the authority of employers or prospective employers to refuse to issue a certificate for school administrators or revoke a certificate for school administrators under certain circumstances. Makes clarifying amendments to the membership requirements for the Hawaii teacher standards board. Clarifies that charter schools fall under the purview of the requirements of the Hawaii teacher standards board. Makes housekeeping and conforming amendments. (SD1)
