RELATING TO FIRE PROTECTION. Authorizes the state fire council to establish minimum qualifications, testing, certification, and credentialing for individuals conducting maintenance testing of fire extinguishers and fire protection and fire alarm systems. Authorizes the state fire council to implement statewide memoranda of understanding and agreements for the effective use of fire and life safety resources. (SD1)

RELATING TO NATUROPATHIC PHYSICIANS. Requires naturopathic physicians to complete a minimum of thirty-five hours of continuing education courses, including a minimum of fifteen hours of pharmacology, during each licensing renewal biennium, beginning December 31, 2017. Effective July 1, 2150. (SB2577 HD1)

RELATING TO ADVANCED PRACTICE REGISTERED NURSES. Amends various sections of the Hawaii Revised Statutes to enable advanced practice registered nurses to practice to the fullest extent of their training and education. (SD1)

RELATING TO CONTINUING COMPETENCY FOR NURSES. Requires licensed registered nurses and licensed practical nurses to submit evidence of continuing competency at each renewal period, beginning on July, 2017. Requires the department of commerce and consumer affairs, in collaboration with the center for nursing, to convene a stakeholder group to address any outstanding issues associated with the implementation of the continuing competence requirements for nurses and report to the legislature. RELATING TO REAL ESTATE. Proposed HD1: For real estate licensure, allows Real Estate Commission to waive one year of the three-year experience as a full-time Hawaii licensed real estate salesperson associated with a Hawaii-licensed real estate broker requirement, with proof of full-time experience in the real estate field for five years up to the time of experience certification. DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony no later than 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing. Persons submitting testimony day of hearing are required to bring in 20 copies for testimony to be accepted. Those wishing to provide oral testimony will be limited to two minutes.
Submit testimony in ONE of the following ways:
PAPER: 20 copies (including an original) to Room 314 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-8437 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
If you require special assistance or auxiliary aids and/or services to participate in the House public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the Committee Clerk at 586-6160 or email your request for an interpreter to HouseInterpreter@Capitol.hawaii.gov at least 24 hours prior to the hearing for arrangements.
