RELATING TO PUBLIC LANDS. Requires mediation in disputes regarding the fair market value or fair market rental of public lands. Provides for binding arbitration in the event of unsuccessful mediation. Effective July 1, 2020. (HB1823 HD1)

RELATING TO CONDOMINIUMS. Clarifies the Real Estate Commission's enforcement authority by authorizing the award of attorneys' fees and, in certain cases, authorizing the commission discretionary power to decline to bring enforcement actions. Effective July 1, 2025. (HB2401 HD1)

RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE. Makes void any contract provision that allows for eviction of a tenant for using medical marijuana in any form, unless the contract allows for eviction for smoking tobacco and the medical marijuana is used by means of smoking.

RELATING TO AGRICULTURE. Applies the offense of false labeling of Hawaii-grown coffee to include grade standard violations and all stages of production of Hawaii-grown coffee. Effective July 1, 2050. (HB2361 HD1)

RELATING TO HEALTH. Increases the age in which one can purchase tobacco or electronic smoking devices from 18 to 21 years of age. Prohibits the sale or furnishing of tobacco or electronic smoking devices to persons under 21 years of age. Provides exceptions for those currently 18 to 21 years of age. Effective July 1, 2050. DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony no later than 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing. Those wishing to provide oral testimony will be limited to two minutes.
Submit testimony in ONE of the following ways:
PAPER: 20 copies (including an original) to Room 314 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-8437 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through the website); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
