RELATING TO AGRICULTURE. Funds a pilot project at the College of Tropical Agriculture and Human Resources at the University of Hawaii at Manoa to create new technologies for sustainable agriculture in the State through scientific research and support services. Appropriation. Effective July 1, 2014.

RELATING TO THE ENVIRONMENTAL RESPONSE, ENERGY, AND FOOD SECURITY TAX REPEAL DATE. Enables a resource strategy aligned with the State's 2030 clean energy laws. Revises the environmental response, energy, and food security tax repeal date to June 30, 2030.

RELATING TO THE LITTLE FIRE ANT. Appropriates funds to the Hawaii invasive species council for the creation of a statewide public awareness campaign on the little fire ant.

RELATING TO INVASIVE SPECIES. Establishes and appropriates funds for a little fire ant pilot project to research solutions for addressing the little fire ant threat in Hawaii.

RELATING TO PEST CONTROL. Makes the department of agriculture's free assistance to landowners and other relevant parties in the control and eradication of pests discretionary, rather than mandatory.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 3 copies (including an original) to Room 313 in the State Capitol;

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
