Establishes a new chapter for the Hawaii youth agricultural corps under the department of agriculture.  Appropriates funds to the department of agriculture for support of the Hawaii youth agricultural corps.

RELATING TO AGRICULTURE.

Deletes the limitation of agricultural tourism as a permissible use of agricultural land to only counties with not less than 3 islands.  Establishes educational retreats as a permissible use within agricultural districts.

RELATING TO AGRICULTURE.

Establishes on-farm mentoring program to teach and train farmers to utilize a whole system approach to agriculture.  Appropriates funds.  Effective July 1, 2014.

Clarifies the applicability of section 205-4.6, HRS, relating to private restrictions on agricultural uses and activities, to condominium projects on lands classified as agricultural.

Appropriates funds for pesticide regulation.
