RELATING TO FOOD SELF-SUFFICIENCY.

Appropriates moneys to the DOA to create positions within the department to monitor local food production.  Requires the issuance of an RFP for the establishment of a food sufficiency baseline that determines the percentage of food locally produced and consumed.  Effective July 1, 2050.  (HB502 HD1)

RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST AGRICULTURAL ENTERPRISES.

Assists agricultural enterprises in the State by authorizing the State to issue special purpose revenue bonds for their benefit. Contingent upon ratification of constitutional amendment authorizing the State to issue special purpose revenue bonds and use the proceeds from the bonds to assist agricultural enterprises.  Effective July 1, 2030, and upon voter ratification.  (HB737 HD2)

RELATING TO FARMERS MARKETS.

Defines the term "farmers' market".  Exempts produce that is sold at farmers' markets for human consumption within the State from the general excise tax.  Effective July 1, 2030.  (HB1929 HD2)

RELATING TO HAWAII GOOD AGRICULTURAL PRACTICES.

Establishes the Hawaii good agricultural practices program.  Makes an appropriation.

RELATING TO THE MILK CONTROL.

Establishes a $300,000 minimum reserve requirement in the Milk Control Special Fund to cover contingency costs in the administration of the State's Milk Control Act. Specifically includes audits as a contingency cost.  Effective July 1, 2014.

RELATING TO AGRICULTURE.

Establishes within the Livestock Revitalization Program of the Department of Agriculture a program to provide grants to qualified feed developers.  Appropriates funds.  Effective July 1, 2030.  (HB2178 HD2)

RELATING TO LOWER HAMAKUA DITCH.

Limits the toll that the Department of Agriculture may charge for water from Lower Hamakua Ditch.  Repeals on June 30, 2019.  Effective July 1, 2050.  (HB2179 HD1)
