SENATE RESOLUTION

 

 

REQUESTING THE DIVISION OF STATE PARKS TO CREATE A PLAN TO SURROUND every STATE PARK WITH FENCING.

 

 


     WHEREAS, the management of state parks is the responsibility of the Division of State Parks of the Department of Land and Natural Resources, pursuant to sections 26-15, 171‑3, and 184-2, Hawaii Revised Statutes; and

 

     WHEREAS, the Hawaii State Park System is composed of at least fifty-three state parks that encompass over 25,000 acres on the islands of Hawaii, Kauai, Maui, Molokai, and Oahu; and

 

     WHEREAS, state parks are open to the public year-round, with camping and lodging offered at certain parks; and

 

     WHEREAS, the security of state parks is a concern due to trespass, crime, and drug use, resulting in the deterioration of state parks as a place of relaxation and recreation; and

 

     WHEREAS, while securing the state parks with guards is prohibitively expensive and unrealistic and installing surveillance cameras in state parks is subject to constitutional challenge, installing fencing around state parks is a reasonable and effective means of securing state parks; and

 

     WHEREAS, the United States Department of Homeland Security uses fencing as a security mechanism, having built 190 miles of pedestrian border fence and 154.3 miles of vehicle border fence, for a total of 344.3 miles of fence, along the United States-Mexico border; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, that the Division of State Parks is requested to create a plan to surround every state park with fencing; and

 

     BE IT FURTHER RESOLVED that the Division of State Parks is requested to report its plan to the Legislature no later than twenty days prior to the convening of the Regular Session of 2015; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources and the Administrator of the Division of State Parks.
