SENATE RESOLUTION
urging VARIOUS ENTITIES to require that for concerts and other entertainment events held at their respective venues, only in-person ticket sales be authorized for the first forty-eight hours that ticket sales become open to the public.
WHEREAS, the Kakaako Park, Aloha Stadium, Neil S. Blaisdell Center (Blaisdell Center), Waikiki Shell, University of Hawaii Stan Sheriff Center, and Hawaii Convention Center are all popular venues for concerts and other entertainment events; and
WHEREAS, the Hawaii Community Development Authority has authority over the use of Kakaako Park and has the power to set the terms for its use; and
WHEREAS, the Stadium Authority has authority over the use of Aloha Stadium and has the power to set the terms for its use; and
WHEREAS, the Department of Enterprise Services of the City and County of Honolulu has authority over the use of the Blaisdell Center and Waikiki Shell and has the power to set the terms for their use; and
WHEREAS, the Board of Regents and President of the University of Hawaii and Chancellor of the University of Hawaii at Manoa have authority over the use of the Stan Sheriff Center and have the power to set the terms for its use; and
WHEREAS, the Hawaii Tourism Authority has authority over the Hawaii Convention Center and has the power to set the terms for its use; and
WHEREAS, when tickets go on sale for concerts and other entertainment events held at the Kakaako Park, Aloha Stadium, Blaisdell Center, Waikiki Shell, Stan Sheriff Center, and Hawaii Convention Center, Hawaii residents have often been unable to buy tickets; and
WHEREAS, there is concern that ticket brokers or scalpers from the mainland are buying tickets in bulk over the Internet and selling these tickets for a large profit, often at two to three times the initial purchase price; and
WHEREAS, Hawaii residents should have greater opportunity to purchase tickets for concerts and other entertainment events held in publicly owned and taxpayer-supported venues; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, that the Hawaii Community Development Authority, Stadium Authority, Department of Enterprise Services of the City and County of Honolulu, Board of Regents and President of the University of Hawaii, Chancellor of the University of Hawaii at Manoa, and Hawaii Tourism Authority are urged to require that for concerts or entertainment events held at their respective venues, only in-person ticket sales be authorized for the first forty-eight hours that ticket sales become open to the public; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Hawaii Community Development Authority, Executive Director of the Hawaii Community Development Authority, Chairperson of the Stadium Authority, Comptroller, Director of Enterprise Services of the City and County of Honolulu, Executive Director of the Board of Regents of the University of Hawaii, President of the University of Hawaii, Chancellor of the University of Hawaii at Manoa, and President and Chief Executive Officer of the Hawaii Tourism Authority.
