SENATE CONCURRENT
RESOLUTION
requesting the department of transportation to correct the defects of the vehicle safety inspection decals and to develop protocols that will ensure quality control standards of its programs.
WHEREAS, chapter 286, Hawaii Revised Statutes, requires an annual vehicle safety inspection; and
WHEREAS, annual vehicle safety inspections, also known as safety checks, are necessary to ensure that vehicles are safe for operation on our roads; and
WHEREAS, a vehicle inspection certificate is issued and a vehicle safety inspection decal is affixed to a vehicle that has passed a safety inspection; and
WHEREAS, a vehicle safety inspection decal is affixed to the bumper of a vehicle, in plain sight, and lists the vehicle safety inspection expiration date; and
WHEREAS, law enforcement may issue a ticket for a missing, altered, or expired vehicle safety inspection decal; and
WHEREAS, the current vehicle safety inspection decals that were approved for use by the Department of Transportation can easily be altered by using common items like acetone-based nail polish remover; and
WHEREAS, the ability to alter vehicle safety inspection decals allows individuals to change or erase expiration dates and makes it difficult for law enforcement to enforce vehicle safety inspections; and
WHEREAS, the Department of Transportation contracted with Parsons Environment & Infrastructure Group Inc. to develop the vehicle safety inspection decals; and
WHEREAS, despite the Department of Transportation having the authority to enforce quality control standards, the Department failed to properly develop or implement a procedure to ensure that quality control standards from any contractors were satisfied; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the House of Representatives concurring, that the Department of Transportation is requested to take immediate action to rectify the problems associated with the vehicle safety inspection decals and to hold accountable Parsons Environment & Infrastructure Group Inc. in the interest of state taxpayers; and
BE IT FURTHER RESOLVED that the Department of Transportation is requested to better develop, improve, and adhere to protocols that ensure quality control standards of the Department's programs; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Director of Transportation, and Chief of Police of each county.
