SENATE CONCURRENT
RESOLUTION
REQUESTING THE DEPARTMENT OF EDUCATION, DEPARTMENT OF LAND AND NATURAL RESOURCES, CITY AND COUNTY OF HONOLULU, AND UNITED STATES ARMY CORPS OF ENGINEERS TO CONVENE A WORKING GROUP TO EXAMINE POSSIBLE LONG-TERM SOLUTIONS TO THE FLOODING ISSUES AT KAHUKU HIGH AND INTERMEDIATE SCHOOL.
WHEREAS, the track and field at Kahuku High and Intermediate School (Kahuku High) is located in a flood zone, at the lowest point in Kahuku; and
WHEREAS, the flooding of Kahuku High's track and field has caused damage to the track and field's bleachers and locker rooms, among other things; and
WHEREAS, long-term solutions to the flooding issues are needed to keep the track and field safe for use by students and the community; and
WHEREAS, possible solutions include relocating the track and field to higher ground or to another location in Kahuku or Malaekahana; and
WHEREAS, the relocation of the Kahuku High track and field to another location is a potential long-term solution to the flooding issues; and
WHEREAS, Kahuku student athletes have continued to thrive both in the classroom and on the field despite the challenges they face with their existing facilities; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the House of Representatives concurring, that the Department of Education, Department of Land and Natural Resources, City and County of Honolulu, and United States Army Corps of Engineers are requested to convene a working group to examine possible long-term solutions to the flooding issues at Kahuku High; and
BE IT FURTHER RESOLVED that the working group include representatives from the Castle-Kahuku Complex Area and the community; and
BE IT FURTHER RESOLVED that as part of the examination of possible long-term solutions, the working group is requested to consider the possibility of relocating Kahuku High's track and field to another location; and
BE IT FURTHER RESOLVED that the Department of Education report the working group's findings and recommendations, including any proposed legislation, an estimated timeline, and estimated costs, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2015; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Superintendent of Education, Chairperson of the Board of Land and Natural Resources, Mayor of the City and County of Honolulu, and Commander and District Engineer of the United States Army Corps of Engineers Honolulu District.
