A BILL FOR AN ACT

 

 

relating to state finances.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There is established in the department of budget and finance, for administrative purposes only, a task force to be known as the task force for responsible fiscal action.

     (b)  The task force shall be composed of seven members as follows:

     (1)  The director of finance, or the director's designee, who shall be an ex-officio voting member and serve as the chair of the task force;

     (2)  Two members from the executive branch of government to be appointed by the governor;

     (3)  One member of the senate to be appointed by the president of the senate;

     (4)  One member of the senate to be appointed by the minority leader of the senate;

     (5)  One member of the house of representatives to be appointed by the speaker of the house of representatives; and

     (6)  One member of the house of representatives to be appointed by the minority leader of the house of representatives.

     (c)  The task force shall perform the following tasks:

     (1)  Review the fiscal imbalances of state government, including but not limited to:

         (A)  Analyses of projected state expenditures;

         (B)  Analyses of projected state revenues; and

         (C)  Analyses of the current and long-term actuarial financial condition of state government;

     (2)  Identify factors that affect the long-term fiscal imbalances of state government; and

     (3)  Analyze potential courses of action to address factors that affect the long-term fiscal imbalance of state government.

     (d)  Members of the task force shall not receive compensation for their services but shall be reimbursed for necessary expenses, including travel expenses, incurred in the performance of their duties under this Act.

     (e)  The department of budget and finance shall provide technical support to the task force.

     (f)  The task force shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2014.

     (g)  The task force shall be dissolved on June 30, 2014.

     SECTION 2.  This Act shall take effect on July 1, 2013.
