A BILL FOR AN ACT
RELATING TO THE UNIVERSITY OF HAWAII.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $7,635,400 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2014-2015 for the purpose of financing capital improvement projects for the University of Hawaii system as follows:
A. Magoon research facility, Manoa
Plans and designs for the construction of the Manoa learning exchange at the Magoon research facility.
Plans $ 1,100,000
Design $ 1,500,000
Total funding $ 2,600,000
B. Waikiki aquarium
Plans, designs, construction, and equipment to replace the air conditioning system, repair the roof, resurface the concrete walkway in behind the scenes work area, install a new enclosed visitor entrance reception desk area, and repair and reinforce the building's concrete structural elements.

C. Warrior recreation center, Manoa
Plans, design, construction, and equipment to build the warrior recreation center (replica of building 31D--the Ka Leo building).

D. Saake athletic training room, Manoa
Plans, design, construction, and equipment for the renovation and expansion of the Saake athletic training room.
Plans, design, construction, and equipment $350,000
Total funding $350,000
E. Holmes hall, Manoa
Plans and design for the renovation and expansion of the college of engineering Holmes hall facility.
Plans and design $2,000,000
Total funding $2,000,000
SECTION 2. The appropriation made for the capital improvement projects authorized by section 1 of this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2016, shall lapse as of that date.
SECTION 3. The sum appropriated for the respective capital projects set forth in section 1 shall be expended by the University of Hawaii for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2014.
