A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE eleventh SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $8,570,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2014-2015 for the purpose of financing capital improvement projects for the eleventh senatorial district, as follows:
1. To be expended by the department of education:
A. Kaahumanu elementary school
Extend the covered walkway from building F to the cafeteria.

Construction 250,000
Total funding $ 335,000
B. Kaahumanu elementary school
Develop a media center in the library.
Plans $ 50,000

Equipment 50,000
Total funding $ 185,000
C. Lincoln elementary school
Install air conditioning for buildings A, B, D, and E (a total of 25 classrooms).

D. Manoa elementary school
Construct a securable covered playcourt facility for the blacktop area.

E. Roosevelt high school
Renovation and expansion of gym facilities, including locker room facilities, and alterations needed for the restrooms to meet ADA requirements.

Renovation and expansion of the band room.

G. Washington middle school
Plans and design for an auditorium complex.

2. To be expended by the department of Hawaiian home lands:
Papakolea community center and park
Repair and renovate the steel structure of the covered playcourt, replace the playcourt and playground flooring, replace gates, and strengthen the community center foundation.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2016, shall lapse as of that date.
SECTION 3. The sum appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2014.
