A BILL FOR AN ACT
RELATING TO HIGHER EDUCATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that pursuant to Act 272, Session Laws of Hawaii 2013, $100,000 was appropriated for fiscal year 2013-2014 for a program coordinator and technical support staff member for the potential establishment of an international flight training center and associated aeronautical training programs at the University of Hawaii at Hilo and Hawaii community college.
Act 272 tasked the program coordinator and technical support staff member to determine the demand and financial viability of the proposed aeronautical programs. In addition, they were tasked with conducting the necessary planning and studies, as well as completing the draft authorization plan, for the chancellors of the University of Hawaii at Hilo and Hawaii community college for the proposed aeronautical training programs. The draft authorization plan has been completed and is ready for submittal to the University of Hawaii system council of chief academic officers, as well as the University of Hawaii board of regents.
The legislature further finds that the proposed aeronautical training program at the University of Hawaii at Hilo will offer a baccalaureate of science in aeronautical science, while the proposed aeronautical training program at Hawaii community college will offer an associate's degree in applied science in helicopter operations. These proposed programs will begin in the fall of 2015 and spring of 2016, respectively. The program coordinator and technical support staff member will continue to work in conjunction with the chancellors of the University of Hawaii at Hilo and Hawaii community college, the exploratory committee, and the state aviation community.
The purpose of this Act is to appropriate funds for a program coordinator and technical support staff member to complete the studies and planning necessary to implement the aeronautical training programs.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year for a program coordinator and technical support staff member to complete the necessary planning required for an international flight training center and associated aeronautical training programs at the University of Hawaii at Hilo and Hawaii community college, including any necessary planning, designing, and minor repairs to existing facilities at the Hilo International Airport's old cargo terminal for startup classroom and hangar facilities. The program coordinator and technical support staff member shall also plan and administer the selection process to find one or more contracted partners to provide flight training services.
The sum appropriated shall be expended by the University of Hawaii at Hilo for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2050.
