A BILL FOR AN ACT

 

 

relating to the public utilities Commission.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the original vision for the State's interisland transmission system included a wind energy generation facility located on one island that provides electricity for an electric grid on another island.  This vision was later amended to include the possibility of interconnecting the electric grids of two islands.

     The legislature further finds that there are other possible configurations for the State's interisland transmission system.  These possibilities include transmitting electricity to an island's power grid from an offshore facility that uses technology such as wave energy conversion, ocean-based solar and wind generation, or ocean thermal energy conversion.  Another possible configuration would include a spur transmission system that interconnects an onshore transmission system with an interisland electric transmission cable.

     Accordingly, the purpose of this Act is to expand the definition of "high-voltage electric transmission cable system" for the purposes of chapter 269, Hawaii Revised Statutes, to allow alternative configurations of the interisland transmission system. 

     SECTION 2.  Section 269-131, Hawaii Revised Statutes, is amended by amending the definition of "high-voltage electric transmission cable system" to read as follows:

     ""High-voltage electric transmission cable system" means one hundred twenty kilovolts or greater of alternating current or direct current transmission cables constructed undersea, including connected transmission cables or lines installed on land that connect the electric utility [systems on two or more islands or allow for the transmission of power from one or more energy generation facilities to the electric utility system located on another island of the State;] system on one island with an electricity generation facility, substation, transmission line, or transmission grid located offshore or on another island; alternating current substation or alternating current-direct current converter station; on-island transmission infrastructure if required; fiber optic communication cables; and other appurtenant facilities."

     SECTION 3.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.
