A BILL FOR AN ACT

 

 

mAKING AN APPROPRIATION FOR A FEASIBILITY STUDY FOR A PROPOSED PUNA DISTRICT REGIONAL LIBRARY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The modern library is evolving in bold new ways to meet the current and future needs of the twenty-first century.  The vision for a new public library located in Puna is one that will serve the people of Puna, provide a safe and inviting place for learning, and serve as a welcome site for community gathering.  Development of a state-of-the-art facility would provide world class service to Puna and Hawaii residents.

     The Puna district is growing at a rapid rate and has outgrown the existing "shared" library system currently being used.  A new regional library is envisioned to serve as a visible statement about the value of reading, education, and lifelong learning, and to provide a key civic space that residents use throughout their lifetime.

     The purpose of this Act is to make an appropriation for a feasibility study for a new Puna district regional library.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $350,000 or so much thereof as may be necessary for fiscal year 2014-2015 for a feasibility study for a new Puna district regional library that includes an assessment of the following:

     (1)  The feasibility of designing and constructing the library with an appropriate degree of multi-modal accessibility and traffic safety adjacent to the site for library users;

     (2)  A reasonable and justifiable cost for constructing a new regional library, including access to parking;

     (3)  The ability to design and construct the regional library within a reasonable timeframe, including the likelihood of receiving approvals from the relevant agencies, boards, and commissions with jurisdiction over the proposed site; and

     (4)  Plans, ground and site improvements, equipment and appurtenances, and design of the facilities.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2014.
