SECTION 1. The legislature finds that hurricanes Katrina and Sandy are major teaching moments for the public safety community. The storms proved that when dealing with a natural hazard we should expect the unexpected. Hazards of both hurricanes included inland flooding, high winds, and high waves – hazards Hawaii has and can continue to expect with future storm systems. In fact, storm surges from hurricane Sandy were continuing to occur a year later, while efforts to repair damages are still ongoing. Natural hazards such as hurricanes Katrina and Sandy remind us that local governments need to afford easy access to public safety services during local hazards and make every reasonable effort to protect their residents, communities, and assets.

The legislature further finds that the State currently has facilities that are aging and located in inundation zones. Natural hazards, such as tsunamis, pose threats to these hubs. In addition, the city and county of Honolulu's primary runway is located in an inundation zone. In the case of a natural hazard, the only runway available to deliver aide is located in central Oahu at Wheeler airfield. Recognizing the importance of accessibility and cost, the State needs to set forth a plan to relocate public safety services located within and nearby inundation zones to a centralized non-inundation zone area. Furthermore, a central public safety facility will provide direct access to highways and be in proximity to hospital and military services and assistance.

The purpose of this Act is to put forth a strategy that will centralize public safety facilities to enable the sharing of resources and support services by establishing a central Oahu public safety technology park.

SECTION 2. Chapter 206M, Hawaii Revised Statutes, is amended by adding a new part to be appropriately designated and to read as follows:

"Part . PUBLIC SAFETY technology PARK

§206M- Public safety technology park; established. There is established a public safety technology park that shall include properties identified by the following tax map key numbers: 95046001, 95046002, 95046005, 95046006, 95046007, 95046008, 95046009, 95046010, 95046012, 95046015, 95046016, 95046018, 95046019, 95046020, 95046021, 95046022, 95046023, 95046024, 95046025, 95046026, 95046027, 95046028, and 95046029. The park shall be administered by the board.

§206M- Objective of the public safety technology park. The objective of the public safety technology park shall be to centralize public safety facilities to enable the sharing of resources and support services by establishing a central Oahu public safety technology park.

§206M- Guidelines. The board shall develop the public safety technology park in consultation with the Hawaii housing and finance development corporation.

§206M- Incentives. The board shall develop appropriate incentives to develop a public safety technology park pursuant to this part. The incentives may include:

(1) Issuance of special purpose revenue bonds pursuant to section 206M-9; and

(2) Issuance of special facility revenue bonds pursuant to part III.

§206M- Public safety park services; relocation. Public safety services located in an inundation zone shall create a two-year transition plan that:

(1) Relocates public safety services to the public safety technology park;

(2) Strengthens overall preparedness; and

(3) Installs building blocks for a more comprehensive emergency response in the future."

SECTION 3. Section 206M-2, Hawaii Revised Statutes, is amended by amending subsection (a) to read as follows:

"(a) There is established the high technology development corporation, which shall be a public body corporate and politic and an instrumentality and agency of the State. The development corporation shall be placed within the department of business, economic development, and tourism for administrative purposes, pursuant to section 26-35. The purpose of the development corporation shall be to facilitate the growth and development of the commercial high technology industry in Hawaii. Its duties shall include, but not be limited to:

(1) Developing and encouraging industrial parks as high technology innovation centers and developing or assisting with the development of projects within or outside of industrial parks, including participating with the private sector in such development;

(2) Providing financial and other support and services to Hawaii-based high technology companies;

(3) Collecting and analyzing information on the state of commercial high technology activity in Hawaii;

(4) Promoting and marketing Hawaii as a site for commercial high technology activity; [~~and~~]

(5) Providing advice on policy and planning for technology-based economic development[.]; and

(6) Developing a public safety technology park."

SECTION 4. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.

SECTION 5. This Act shall take effect upon its approval.
