A BILL FOR AN ACT

 

 

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS FOR THE WAIMEA-PAAUILO WATERSHED PROJECT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The Waimea-Paauilo watershed is approximately 143,000 acres and is located in the northeast part of the island of Hawaii.  The Waimea-Paauilo watershed project extends to the eight thousand foot level of Mauna Kea in the south and to the Waikoloa stream drainage in the west.  Current land use consists of irrigated cropland, pastureland, forest reserve, watershed, and urban area.

     Most surface water in the area originates on the higher slopes of the Kohala mountains.  Streams are perennial at the headwaters with most of the flow being diverted into lined ditches, tunnels, pipelines, and reservoirs or disappearing into faults or lava tubes before reaching the coast.

     The major problem with the Waimea-Paauilo watershed is inadequate water supply due to insufficient agricultural water storage reservoirs and a water collection system with high seepage losses.  The distribution systems are inadequate for the agricultural enterprises in the watershed area.  The Waimea-Paauilo watershed project would improve agricultural water management through more efficient irrigation and livestock water distribution systems and protect the soil resources base by facilitating improved pasture management.  The production of crops would be improved because the project would help alleviate the drought conditions on the island of Hawaii.

     The purpose of this Act is to authorize the issuance of general obligation bonds for plans, design, and construction of the Waimea-Paauilo watershed project.

     SECTION 2.  The director of finance is authorized to issue general obligation bonds in the sum of $         or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2014-2015 for design, plans, and construction of the Waimea-Paauilo watershed project.

     The sum appropriated shall be expended by the department of agriculture for the purposes of this Act.

     SECTION 3.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2016, shall lapse as of that date.

     SECTION 4.  This Act shall take effect on July 1, 2050.
