A BILL FOR AN ACT
AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS FOR RENOVATION AND EXPANSION OF THE EMERGENCY ROOM AT KOHALA HOSPITAL.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Kohala hospital is a 28-bed critical access hospital with twenty-four hour emergency services. The long-awaited renovation and expansion of the Kohala hospital emergency room commenced on July 1, 2013. The project will expand and enhance emergency room services to North Kohala communities. The approximate cost of $2,000,000 for the project was met through various sources, including three years of fundraising efforts by the Kohala Hospital Charitable Foundation and state general obligation bond revenue.
The purpose of this Act is to authorize the issuance of additional general obligation bonds for the renovation and expansion of the emergency room at Kohala hospital.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $ or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2014-2015 for design, plans, and construction for renovation and expansion of the emergency room at Kohala hospital on the island of Hawaii.
The sum appropriated shall be expended by the Hawaii health systems corporation for the purposes of this Act.
SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2016, shall lapse as of that date.
SECTION 4. This Act shall take effect on July 1, 2014.
