A BILL FOR AN ACT

relating to public safety.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

     SECTION 1.  The legislature finds that an integrated camera surveillance system operated by the state sheriffs will be an efficient and cost effective approach to assist in the security of the historical capitol district.  Strategically placed cameras monitored by a central command center will support roving patrols, stationed security, and law enforcement personnel.

     The purpose of this Act is to require the department of public safety to convene a working group to analyze the capitol district security infrastructure and develop a plan to create an integrated camera surveillance system to include the state capitol, Washington Place, the governor's residence, ‘Iolani Palace, the Hawaii state art museum, the main Hawaii state library, the Kalanimoku and Aliiolani Hale buildings, and the first district court.

     SECTION 2.  (a)  There is established in the department of public safety, for administrative purposes only, a working group that shall analyze the capitol district security infrastructure and develop a plan, including a timeline and funding requirements, to create an integrated camera surveillance system.

     (b)  The working group shall be composed of:

     (1)  The director of public safety, or the director's representative;

     (2)  The state comptroller, or the comptroller's representative;

     (3)  The chief information officer, or the chief information officer's representative;

     (4)  The chief justice of the Hawaii supreme court, or the chief justice's representative;

     (5)  A member appointed by the senate president;

     (6)  A member appointed by the speaker of the house of representatives; and

     (7)  No more than two nongovernmental, private sector experts or business persons knowledgeable in camera and security surveillance, appointed by the governor.

     (c)  The working group shall meet at least four times in 2014 and provide a report to the legislature no later than twenty days prior to the convening of the regular session of 2015.

     (d)  The members of the working group shall serve without compensation but shall be reimbursed for any necessary expenses incurred in the performance of their official duties.

     (e)  The working group shall be dissolved on June 30, 2015.

     SECTION 3.  This Act shall take effect upon its approval.
