A BILL FOR AN ACT
MAKING AN APPROPRIATION FOR CAPITAL IMPROVEMENTS TO THE KAMUELA VACUUM COOLING PLANT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The Kamuela vacuum cooling plant is a large warehouse operated by the Kamuela Farmers Cooperative in partnership with the department of agriculture to cool down Waimea-grown vegetables before being shipped to market. The Kamuela vacuum cooling plant processes approximately seven million pounds of produce annually, while also providing storage and limited processing services. The Kamuela vacuum cooling plant is nearly thirty years old and has sustained severe wind damage that led to roof repair in 2008. The plant's maintenance program is adversely affected by high energy costs.
Unless the cooling and electrical systems can be repaired or upgraded, expansion and diversification of the overall operation of the cooling plant cannot be achieved. Further, the introduction of new commodities will be difficult, and the already limited processing and packing operations will remain limited.
The purpose of this Act is to make an appropriation for phase II of the renovations to the Kamuela vacuum cooling plant.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $ or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2014-2015 for the plans and design of phase II renovations for the Kamuela vacuum cooling plant.
SECTION 3. The sum appropriated for the capital project set forth in section 2 shall be expended by the department of agriculture for the purposes of this Act.
SECTION 4. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2016, shall lapse as of that date.
SECTION 5. This Act shall take effect on July 1, 2014.
