A BILL FOR AN ACT
proposing an amendment to article III OF the hawaii state constitution to provide for A citizens' legislative initiative.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The purpose of this Act is to propose an amendment to article III of the Constitution of the State of Hawaii to provide for a citizens' legislative initiative.
SECTION 2. Article III of the Constitution of the State of Hawaii is amended by adding a new section to be appropriately designated and to read as follows:
"CITIZENS' LEGISLATIVE INITIATIVE
Section . Through a citizens' legislative initiative, any registered voter may propose a bill to amend state law by collecting signatures in support of the bill from a percentage of registered voters in each county, as provided by law. The chief elections officer shall certify that the bill satisfies all initiative requirements and submit the bill to the legislature's presiding officers at the convening of the next legislative session. The presiding officers shall introduce and refer the bill to a committee or committees, where one-third of the members of either house may require a public hearing on the bill. One-third of the respective house or senate members may affirmatively vote for the bill to be recalled from committee."
SECTION 3. The question to be printed on the ballot shall be as follows:
"Shall there be a citizens' legislative initiative allowing registered voters to propose a bill to amend state law by collecting signatures in support of the bill from a percentage of registered voters in each county?"
SECTION 4. New constitutional material is underscored.
SECTION 5. This amendment shall take effect upon compliance with article XVII, section 3, of the Constitution of the State of Hawaii.
