A BILL FOR AN ACT
relating to the contractors license board.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Section 444-3, Hawaii Revised Statutes, is amended by:
1. Amending subsections (a) and (b) to read as follows:
"(a) There shall be a contractors license
board of [thirteen] fifteen members.
(b) Of the board members:
(1) [Ten] Twelve shall be contractors
who have been actively engaged in the contracting business for a period of not
less than five years preceding the date of their appointment;
(2) [Five] Of the twelve contractors
required under paragraph (1), five shall be general engineering or building
contractors, [five] and seven shall be specialty contractors[,];
(3) One shall be affiliated with a state certified apprenticeship program under chapter 372; and
(4) [three] Two shall be
noncontractors.
No member shall receive any compensation for the member's services, but each shall be reimbursed for necessary traveling expenses incurred in the performance of duties."
2. Amending subsection (d) to read as follows:
"(d) No [one,] person,
except the [three] two noncontractor members, shall be eligible
for appointment to the board who does not at the time of the member's
appointment hold a valid and unexpired license to operate as a
contractor."
SECTION 2. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 3. This Act shall take effect upon its approval.

Description:
Increases the membership of the contractors license board from 13 to 15. Increases from 10 to 12 the members who are actively engaged in the contracting business. Increases from 5 to 7 the members who are specialty contractors. Requires that 1 member be affiliated with a state apprenticeship program. Decreases from 3 to 2 the members who are noncontractors.
