A BILL FOR AN ACT

 

 

relating to economic development.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 206M, Hawaii Revised Statutes, is amended by adding a new part to be appropriately designated and to read as follows:

"Part    .  sports-techNOLOGY district

     §206M-    Purpose.  The legislature finds that other cities have created hubs centered on sports and technology to foster innovation and facilitate economic growth.  A sports-technology district will encourage sports-technology companies to relocate to the district; promote building and facility reuse to create jobs and workforce housing options near the stadium; provide a variety of commercial, residential and athletic options for a wide range of people; and inspire a community identity that promotes sports activity and technology.  The purpose of the sports-technology district is to benefit the health and welfare of the community by fulfilling existing housing, transportation, and employment needs.

     §206M-    Sports-technology district; established.  There is established the sports-technology district.  The district shall include properties identified by the following tax map key numbers:  99003035, 99003061, 99003071, 99003055, 99003070, 99005004, 99012006, 99012046, and 99012047.  The district shall be administered by the board.

     §206M-    Objective of the sports-technology district.  The objective of the sports-technology district shall be to create a hub to spark innovation and bring together companies to facilitate the health and economic growth of the communityPutting forth a strategy for development of the sports-technology district will secure investments for athletic facilities, provide jobs, and develop workforce housing.

     §206M-    Development guidance and policies.  (a)  The board shall develop the sports-technology district in consultation with the following agencies:  the Hawaii housing finance and development corporation, Hawaii public housing authority, department of education, and stadium authority.

     (b)  When designing and planning the district, the board and the agencies in subsection (a) may enter into cooperative agreements with coordinating entrepreneurs or public agencies that have the powers, services, and capabilities deemed necessary and appropriate for the development and implementation of the sports-technology district plans."

     SECTION 2.  Section 206M-2, Hawaii Revised Statutes, is amended by amending subsection (a) to read as follows:

     "(a)  There is established the high technology development corporation, which shall be a public body corporate and politic and an instrumentality and agency of the State.  The development corporation shall be placed within the department of business, economic development, and tourism for administrative purposes, pursuant to section 26-35.  The purpose of the development corporation shall be to facilitate the growth and development of the commercial high technology industry in Hawaii.  Its duties shall include, but not be limited to:

     (1)  Developing and encouraging industrial parks as high technology innovation centers and developing or assisting with the development of projects within or outside of industrial parks, including participating with the private sector in such development;

     (2)  Providing financial and other support and services to Hawaii-based high technology companies;

     (3)  Collecting and analyzing information on the state of commercial high technology activity in Hawaii;

     (4)  Promoting and marketing Hawaii as a site for commercial high technology activity; [and]

     (5)  Providing advice on policy and planning for technology-based economic development[.]; and

     (6)  Developing a sports-technology district as provided in part      ."

     SECTION 3.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.
