A BILL FOR AN ACT
RELATING TO HARBORS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) The department of land and natural resources shall contract with a private entity to prepare a comprehensive master plan for the development of Ala Wai harbor, which shall be completed by October 1, 2015.
(b) The master plan shall include an assessment of the environmental and ecological impacts of all activities on the Ala Wai harbor.
(c) The department of land and natural resources shall present the master plan to all appropriate state agencies that have jurisdiction in Ala Wai harbor. The master plan shall be used by all appropriate state agencies as the recommended guideline in the adoption and implementation of all policies, rules, and regulations relating to Ala Wai harbor.
SECTION 2. The office of planning shall assist the department of land and natural resources and the contracted private entity in the preparation of a comprehensive master plan for Ala Wai harbor by providing information and advice.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $1,500,000 or so much thereof as may be necessary for fiscal year 2014-2015 for the preparation of a comprehensive master plan for the development of Ala Wai harbor.
The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2014.
