A BILL FOR AN ACT
relating to harbors.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) The department of land and natural resources and office of planning shall respectively develop and approve a comprehensive Ala Wai harbor master plan.
(b) The department of land and natural resources shall complete the master plan by October 1, 2014, and submit it to the director of the office of planning for approval. Upon approval by the director of the office of planning, the office of planning shall present the master plan to all appropriate state agencies that have jurisdiction in Ala Wai harbor.
(c) The master plan, as approved by the office of planning, shall include an assessment of the environmental and ecological impacts of all activities on the Ala Wai harbor. The master plan shall be used by all appropriate state agencies as the recommended guideline in the adoption and implementation of all policies, rules, and regulations relating to Ala Wai harbor.
SECTION 2. This Act shall take effect upon its approval.
