A BILL FOR AN ACT

 

 

relating to higher education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The board of regents of the University of Hawaii shall conduct a study on the feasibility of implementing a plan at the University of Hawaii that will allow students to pay a fixed percentage of their income for a set number of years after graduation rather than pay tuition while attending school.  The study shall include an analysis of:

     (1)  The "Pay It Forward, Pay It Back" plan under consideration by the higher education coordinating commission in Oregon;

     (2)  The "Western Tuition Promise" offered by Western Oregon University; and

     (3)  The "Finish in Four" program proposed in Florida.

     (b)  The board of regents shall report its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2015.


     SECTION 2.  This Act shall take effect upon its approval.
