A BILL FOR AN ACT

relating to capital improvement projects for the benefit of THE third SENATORIAL DISTRICT.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $133,000,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2013-2014 for the purpose of capital improvement projects for the third senatorial district, as follows:

1.   Kona Judiciary Complex                  $81,000,000

2.   West Hawaii Community College

     Palamanui Phase II                      $20,000,000

3.   Natural Energy Laboratory of Hawaii

     Authority (NELHA)                       $10,000,000

4.   Kau and Hawaii Ocean View Estates

     Expansion of water sources               $5,000,000

5.   Kona Community Hospital                           

     Emergency room improvements              $5,000,000

6.   Bay Clinic Community Health Center

     Land acquisition and construction of a new primary facility  $3,000,000

7.   West Hawaii Community Health Center      $3,000,000

8.   Kau Hospital

     Facilities upgrades                      $2,000,000

9.   Kohala Hospital

     Facilities upgrades                      $2,000,000

10.  Hawaii County Economic Opportunity Council

     New vans and buses in West Hawaii and infrastructure                           $1,000,000

11.  West Hawaii Veterans Cemetery

     Planning and feasibility study for design of a non-potable water well                   $1,000,000

     SECTION 2.  The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2015, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2014.
