A BILL FOR AN ACT
RELATING TO HUMAN SERVICES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that there are currently hundreds of individuals on the island of Oahu that are at risk of losing necessary long-term care services due to recent funding changes. Prior to November 2013, long-term care services needed by aging and disabled medicaid beneficiaries were paid for by kupuna care or federal Older Americans Act funds. Long-term care services include personal care, attendant care, congregate meals, home delivered meals, assisted transportation, and kupuna care transportation. As of November 2013, long-term care services for medicaid beneficiaries are no longer covered by kupuna care or Older Americans Act funds.
The purpose of this Act is to appropriate funds to the department of human services so that aging and disabled individuals on medicaid can continue to receive necessary long-term care services.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2014-2015 for necessary long-term care services for aging and disabled individuals on medicaid; provided that the sum appropriated shall be in addition to the base budget of the department of human services.
The sum appropriated shall be expended by the department of human services for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2014.
