HOUSE RESOLUTION
urging THE DEPARTMENT OF AGRICULTURE TO CREATE A DROUGHT PLAN FOR MOLOKAI and improve the Molokai irrigation system.
WHEREAS, Hawaiian homestead farmers and other Molokai Irrigation System users require reliable and well-managed water supplies on Molokai; and
WHEREAS, water restrictions have had a negative economic impact on the Molokai Irrigation System and its users for several years; and
WHEREAS, future drought conditions could cause increased water restrictions that would result in employment reductions on Molokai and larger revenue losses for the Molokai Irrigation System and its users; and
WHEREAS, Molokai Irrigation System users have requested that the Department of Agriculture make various improvements to the system that would allow water users to expand their agricultural activities and create new jobs on Molokai; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, that the Department of Agriculture is urged to prepare a coordinated plan for the prudent management of water supplies on Molokai during drought conditions and to pursue improvements that Hawaiian homestead farmers and other water users have requested for the Molokai Irrigation System; and
BE IT FURTHER RESOLVED that the Department of Agriculture is requested to provide a report on the status of the coordinated plan and improvements to the system to this body no later than twenty days prior to the convening of the Regular Session of 2015; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Agriculture, Chairperson of the Hawaiian Homes Commission, and the Chairperson of the Molokai Irrigation System Advisory Board.
