HOUSE CONCURRENT
RESOLUTION
REQUESTING A TRAFFIC STUDY OF THE signage in the AREA SURROUNDING WILIKINA DRIVE AND KAMEHAMEHA HIGHWAY, CENTRAL OAHU.
WHEREAS, drivers going through Wahiawa town trying to access the H2 Freeway from Kamehameha Highway need to pass Wilikina Drive and take the next right to the on-ramp; and
WHEREAS, the local residents in the area know how to access H2 Freeway southbound from Kamehameha Highway; and
WHEREAS, tourists visiting the North Shore and going South through Wahiawa town on Kamehameha Highway often misunderstand the signs and turn left to Wilikina Drive; and
WHEREAS, tourists making the wrong turn on Wilikina Drive upon finding out they have made the wrong turn try to remedy the error by making a U-turn and go the wrong way back to Kamehameha Highway so they can access the on-ramp; and
WHEREAS, U-turns and wrong-way driving along Wilikina Drive have created a serious driving hazard; and
WHEREAS, some tourists understand the international sign for "one-way", but are not familiar with the signs utilized in the State of Hawaii; and
WHEREAS, there may be a need for the installation of international signs in this area; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-Sixth Legislature of the State of Hawaii, the Senate Concurring, that the Department of Transportation (DOT) determine whether international signage is needed in the area surrounding the intersection of Wilikina Drive and Kamehameha Highway, Central Oahu; and
BE IT FURTHER RESOLVED, that the DOT determine whether:
(1) The number of accidents in that area is more or less than other similarly situated thoroughfares in the State; and
(2) The cost of installing international signage in the area can be done within existing budget appropriations; and
BE IT FURTHER RESOLVED, that the DOT consult with the Wahiawa Neighborhood Board in the placement of new signage should the DOT determine such signage is warranted; and
BE IT FURTHER RESOLVED, that certified copies be transmitted to the Director of Transportation and the Chair of the Wahiawa Neighborhood Board.
