HOUSE CONCURRENT
RESOLUTION
requesting the department of accounting and general services to conduct a comprehensive report identifying the common reasons for delay in the procurement, planning, design, permitting, and construction of publicly funded construction projects.
WHEREAS, delays in publicly funded projects benefitting the people of the counties and State of Hawaii lead to increased costs for taxpayers; and
WHEREAS, citizens and project stakeholders have expressed concerns with delays in the execution of project timelines; and
WHEREAS, attempts in the past to speed up delayed projects by creating exemptions from permitting and review procedures have generated community controversy and delayed necessary review and reform of the procurement, planning, design, permitting, and construction process; and
WHEREAS, a comprehensive analysis of recent public works projects identifying the specific portions of the procurement, planning, design, permitting, and construction timeline in which delays commonly occur may identify the specific procedures, offices, and steps on which to focus reform; and
WHEREAS, the results of a comprehensive analysis identifying key areas for reform may justify significant action on which everyone can agree; and
WHEREAS, a successful effort to reform the timeline for public works projects will save taxpayer dollars and may also provide significant benefit to the timelines and cost savings for private projects; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the Senate concurring, that the Department of Accounting and General Services is requested to conduct a comprehensive report identifying common reasons for delay in the procurement, planning, design, permitting, and construction of publicly funded construction projects over the last five years; and
BE IT FURTHER RESOLVED that the report include a timeline identifying all major steps on a project timeline, the expected time it should take to complete each step, the actual time it took to complete each step, and the identity of the common points of delay; and
BE IT FURTHER RESOLVED that the Department of Accounting and General Services submit its report to the Legislature no later than 20 days before the convening of the Regular Session of 2015; and
BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Comptroller.
