HOUSE CONCURRENT

RESOLUTION

 

 

urging the office of elections to work with the university of hawaii system to establish absentee-voting sites at all campuses of the university of hawaii system.

 

 

 


     WHEREAS, one of the fundamental elements of a democratic system of government is the right, and duty, of voters to participate in the electoral process; and

 

     WHEREAS, Hawaii has one of the lowest, if not the lowest, rates of voter participation among the 50 states; and

 

     WHEREAS, research has consistently demonstrated that, for a variety of reasons, young people generally demonstrate very low rates of voter turnout; and

 

     WHEREAS, it is critically important that more young people exercise their right to vote and to participate in the democratic process; and

 

     WHEREAS, absentee voting has been shown to help increase rates of voter participation; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the Senate concurring, that the Office of Elections is urged to work with the University of Hawaii System to establish absentee-voting sites on all campuses of the University of Hawaii System; and

 

     BE IT FURTHER RESOLVED that the Office of Elections and University of Hawaii System set up absentee-voting sites on all campuses of the University of Hawaii System in time for the General Election of 2014; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Elections Commission, Chief Election Officer, Chairperson of the Board of Regents of the University of Hawaii, and Interim President of the University of Hawaii.
