HOUSE CONCURRENT
RESOLUTION
ENCOURAGING THE department of public safety to implement A reserve deputy sheriff program.
WHEREAS, the State Department of Public Safety does not have a reserve deputy sheriff program in place; and
WHEREAS, many jurisdictions across the country utilize reserve deputy sheriff programs to support the operations of the local sheriff's office; and
WHEREAS, reserve deputy sheriff programs enlist the volunteer services of qualified citizens to perform needed law enforcement duties; and
WHEREAS, reserve deputy sheriff programs can serve to provide additional police protection to the public; and
WHEREAS, jurisdictions utilize reserve deputy sheriffs in various ways, including patrol services, community awareness and safety, event security, natural disaster response, answering emergency calls, rendering aid, making arrests, and testifying in court; and
WHEREAS, reserve deputy sheriffs typically are required to have the same level of training as regular deputy sheriffs and must meet the qualification requirements of the local sheriff's office; and
WHEREAS, the Director of Public Safety has the authority to administer the public safety programs of the Department of Public Safety; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the Senate concurring, that the Department of Public Safety is encouraged to implement a reserve deputy sheriff program; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor and Director of Public Safety.
