A BILL FOR AN ACT
relating to random drug testing.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that it may be beneficial to require recipients of public assistance to submit to random drug testing to qualify for or maintain their eligibility, or both, for such assistance. This would help to ensure that only individuals who choose not to use illegal drugs or who are willing to seek treatment are able to participate in public assistance programs.
The purpose of this Act is to determine the costs and benefits of instituting random drug testing as a requirement for public assistance programs.
SECTION 2. The department of human services
shall undertake a study to determine the costs and benefits of instituting
random drug tests as a requirement for participating in public assistance
programs. The department shall report its findings and recommendations, including
any proposed legislation, to the legislature no later than twenty days prior to
the convening of the regular session of 2014.
SECTION 3. This Act shall take effect on July 1, 2013.
