A BILL FOR AN ACT

 

 

relating to vocational education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1.  The department of education shall conduct a study on the feasibility of establishing a vocational education track that emphasizes applied and experiential learning at the Kau-Keaau-Pahoa complex on Hawaii island.  The study shall consider:

(1)  The facilities, personnel, and budgetary requirements necessary for the establishment of a vocational education track;

(2)  The feasibility of establishing partnerships with existing trade apprenticeship programs throughout the State and the impact such partnerships will have on facility, personnel, and budgetary requirements;

(3)  The possibility of engaging students in learning through the integration of core curriculum subjects and trade apprenticeship courses;

(4)  The feasibility of partnering with the University of Hawaii to increase student access to relevant courses and instituting articulation agreements whereby students may receive college credit for vocational courses taken in department schools;

(5)  The ability of the department to use existing resources and programs to realize a vocational education track; and

(6)  Anything else the department considers vital to a thorough examination of the feasibility of establishing a vocational education track.

SECTION 2.  The department of education shall submit the study required by section 1, including findings, recommendations, and proposed legislation, if any, to the legislature, no later than twenty days prior to the convening of the regular session of 2015.

     SECTION 3.  This Act shall take effect upon its approval.
