A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the sixteenth representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The following sums or so much thereof as shall be sufficient to finance the projects listed in this Act are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2014-2015:
1. To be expended by the county of Kauai:
A. Hanapepe/Eleele waterline improvements, Kauai
Construction of a water main along Hanapepe road, Puna road, and Kaumuali‘i highway.
Construction $4,000,000
Total funding $4,000,000
B. Kekaha shaft, Kauai
Construction of a new water source and connection pipeline for the Kekaha water system to support affordable housing infrastructure development.
Construction $2,000,000
Total funding $2,000,000
C. Menehune road, Kauai
Construction for rockfall mitigation at Menehune road.
Construction $2,860,000
Total funding $2,860,000
2. To be expended by the department of land and natural resources:
A. Department of land and natural resources west Kauai field operations facility, Kauai
Plans, design, and construction to provide a secure and accessible location for eight divisions of the department of land and natural resources with storage, fueling, parking, restrooms, and office space.

Design $250,000
Construction $7,500,000
Total funding $7,950,000
B. Camp ten access road, Kauai
Construction to stabilize, harden, and provide drainage infrastructure for camp ten access road to establish a safe route to the Alaka‘i swamp trail.
Construction $200,000
Total funding $200,000
C. Pu‘u Ka Pele Forest Reserve, Kauai
Plans, equipment, and appurtenances for facility upgrades to provide for the planting of native plant species in the burned acreage of the Pu‘u Ka Pele Forest Reserve.
Plans $100,000
Equipment $250,000
Total funding $350,000
SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2014.
