A BILL FOR AN ACT
relating to capital improvement projects for correctional facilities.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that, due to the State's liability for individuals detained or incarcerated in state correctional facilities, the State must maintain certain standards in those facilities to ensure the safety of the general public, facility staff and administration, and incarcerated individuals. The purpose of this Act is to provide funding for planning and site development necessary to meet facility standards by upgrading or replacing aging correctional facilities to address concerns such as inmate overcrowding.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $9,500,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2014-2015 for the purpose of improving Hawaii's correctional facilities through capital improvement projects for facility planning and site development, as follows:
1. Relocate Hawaii community correctional center, county of Hawaii

2. New Maui regional public safety complex, county of Maui

3. Relocate Kauai community correctional center, county of Kauai

4. New Kona community correctional center, county of Hawaii

5. New Oahu re-entry center, city and county of Honolulu

Total funding $750,000
6. Planning and siting for the relocation of Oahu community correctional center and expansion of prison capacity, city and county of Honolulu

Total funding $5,000,000
SECTION 3. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2016, shall lapse as of that date.
SECTION 4. The sums appropriated shall be expended by the department of public safety for this purposes of this Act.
SECTION 5. This Act shall take effect on July 1, 2014.
