A BILL FOR AN ACT

relating to the department of land and natural resources.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

     SECTION 1.  Chapter 171, Hawaii Revised Statutes, is amended by adding a new section to part I to be appropriately designated and to read as follows:

     "§171-   Annual reports. (a)  Each division and office of the department shall publish an annual report by electronic or online publication on the official website of the department.  Each annual report required by this section shall include, at minimum:

(1) An accounting of income received and expenditures made by the division or office;

(2) A report of all programs and activities of the division or office; and

(3) A record of all dispositions of public land made or transactions involving public land undertaken by the division or office.

(b)  The requirements of this section may be satisfied by the posting on the department's public website of a report that includes the information specified in subsection (a), or equivalent information, as otherwise required by statute or rule."

     SECTION 2.  The department of land and natural resources shall compile a list of all reports that the department or its divisions and offices have been required to prepare by the legislature from the period of January 1, 1962, through July 1, 2014.  The department shall verify that all required reports were properly published or filed, as required by the legislature.  If any required reports were not properly published or filed, the department shall publish or file the reports as originally required, or shall provide an explanation as to why the department has been unable to do so. 

The department shall provide the list compiled pursuant to this section and all necessary supporting documentation to the legislature no later than twenty days prior to the convening of the regular session of 2015.  The department shall publish the list and supporting documentation in a searchable format on the department's official website.

     SECTION 3.  The department of land and natural resources shall compile all existing annual reports of its predecessor agency, the department of public lands of the Territory of Hawaii, and shall make these reports available to the public in a form that is searchable and accessible statewide, which may include publication in electronic format, no later than December 31, 2015.

     SECTION 4.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect upon its approval.
